Mabel I LOVE that you put "owners" is quotes.  And I love the idea of
shared dog responsibilities in community.  I was looking at a unit in
Portland, and the realtor there told me there was a lady next door who was
the community dog and cat mama even though she didn't have any of them
living in her unit with her.  So much creative possibility there when
community is an actual value from the get go.
