Hi Authur,

We have a clause in our membership policy and in our community contribution
program policy for extreme cases-- cases where people are using us for fun
only, are flagrantly ignoring their contribution responsibility over a
longer period of time, and who became a significant burden on the
community.  We have a worry about that because we are in the middle of a
really incredible place with lots of amenities and nature, and we will
likely be some of the lowest priced homes.

We have two clauses in our membership policy and community contribution
policy.  If you contribute to the meals program over and above your chosen
contribution for that quarter, your monthly community costs are reduced.
If you spend a year without participating in the community contribution
program and without going to the relevant circle to explain and arrange
something, then your monthly community costs go up considerably and
continue to go up at a higher rate than those who are contributing. The
circle has authority to look at a situation and determine if people are in
life circumstances where we all need to give them space or they are just
using us for fun without responsibility because they think they can get
away with it.

In this way, we hope to reinforce the social contract norm of
community contribution and make the penalty align with the norm.
