Here (attached -see above) is a screenshot of my community's association fee
calculations for 2025.  I think you can figure out the formula from the
column headings.  Basically, the operating expenses (59% of the total) are
charged to each unit equally, whereas the capital reserves (41% of the
total) are allocated based on living space and an extra charge for garages
and carports.  Number of residents in the unit is not a factor.

This has worked fine – that is, nobody has seriously complained – for 27
years.
