There was some discussion whether the entire cost of childcare during
meetings should come out of the budget.  However, Utah can be so
in-your-face family-oriented (highest birthrate in the nation, with
encouragement from the dominant religion, which in turn has undue influence
in the legislature) that some of our members are a little touchy about
preferential treatment for children or families.  So the compromise was a
partial subsidy (I think the figure was $30 per meeting, for 3 hours and
5-10 children depending on which households were there), and parents,
including low-income, pick up the rest of the tab.
