I don't have any really practical advice right now.  What strikes me is =
that it sounds like you and / or your community could be near a crisis =
point.  I want to suggest that it would be good for community-minded =
people to offer up their prayers or good-thoughts-by-any-name for your =
community.  In the end, we are all in this together.  I'm sorry to hear =
that you have not been able to resolve all of your problems within the =
community itself, and just want to reassure you that there are many of =
us who are willing to provide emotional and spiritual support, in =
addition to pragmatic advice.
