Not exactly sure what you are getting at, but one of the things we are doing
is providing facilitation skills workshops for the entire community, using
our process budget.  We are in the development phase, so we have funds for
membership development.  The idea is that if everyone understands the role
and responsibilities of the facilitator, they will be able to support the
facilitator in leading the group to the desired outcome of a successful and
productive meeting, even if the individual chooses not to ever facilitate a
meeting.
