We have two "co-enzymes" who make things happen, and one of those is setting
the agenda. I suppose that we have fewer urgent items than new groups, but
it works out. Items that have the most preparation and planning behind them
are most likely to get addressed, i.e., people have discussed it in smaller
meetings, canvassed the community for opinions, gotten prices, etc.

If there is disagreement about what should be on there, you could try
setting aside time at the end of each meeting to set the agenda for the
next, or you could make sure, as we do, that there is a time when the
meeting planners meet for people to show up and plead their cases.
