And it is harder than it looks!

Interestingly, there was an old Dutch  tradition of neighborhood
associations that were ruled by consensus. They set rules about who shovels
snow and sweeps the walks and stuff like that. They ran their own
neighborhoods.

This is the trick. What has been driving me crazy is the structures that
support consensus. You can't just use the same processes but use "unanimous"
as the criteria for agreements, which is what most of us are trying to do.
