Here in Cotati, whichever member of the Facilitation Committee is
facilitating a particular meeting is the one who sets the agenda. We put out
a request for agenda items ahead of time, and the chairs of all the
committees submit their agenda items to that facilitator. If there are more
items requested than there seems time for, the facilitator checks in with
all the committees (and other members of the facilitation team) -- items
that have a time deadline of some sort get priority.

This has worked well for us -- we've never had any major complaints about
our agendas. I can't imagine going through the lengthy planning process some
of you do!  I should add, however, that our facilitation committee meets
regularly, debriefs previous meetings, and discusses upcoming business, so
that although we don't plan our agendas during that time, there is group
support for the agenda.
