FYI, this has been covered often in the past.  Check the archives...

    At Pathways, during development the development committee set the agenda. 
 Now the board of trustees does it.  Having a whole separate committee to do 
it seems redundant, as it usually takes the board only a few minutes to set 
up the actual agenda.  
    Both the development committee and the board were/are made up of members 
from each committee and an at-large member.  The reps bring proposals to the 
board from the committees asking for agenda time.  Individuals can also bring 
up issues to the board to get put on the agenda.  The board then prioritizes 
and juggles the different issues.  Occasionally input from the board goes 
back to the committee to suggest changes to the proposal.  However, the board 
does not have the final say on how and if any particular proposal can be made.
    Proposals are supposed to come on forms we made up that specify various 
things- e.g., purpose of the proposal, goal of the agenda time (discussion, 
decision, inform the community only), style of presentation (open discussion, 
Q & A, handouts, etc.), how much time do they want and who on the committee 
will be presenting it.  When used, these forms are really helpful for both 
the board and the committee.
