It's not in a "community" community (just the Cleveland community), but
<http://www.CityWheelsCleveland.com/> is one org in NE Ohio (there's
another in Oberlin and, I think some other towns/cities in the general
area) which allows people to rent a car for a couple hours or just about
whatever time period you want.  Cars are left in various places around
the city and you pick it up at your closest/favorite location 24/7.  You
can reserve the car online 2 minutes in advance or six months ahead.
The city agreed to set aside and mark off special parking spots for City
Wheels cars only.  They've got several payment plans.  Check the site
for all the rates and details.

There's also a number of rideshare websites.  Google will get you there.
