The special powers of a board

Board members generally have the following special powers:
The legal ability to sign documents on behalf of the organization
The legal ability to sign checks of the organization
The legal ability to make prescribed decisions on behalf of the organization

If you have a bank account as an organization, then you need to have a legal
signer or two in order to sign checks. This list is maintained by the bank
and has to be updated when board members change.  In the State of
Washington, a homeowners  association has to have a registered agent, who is
the contact person for the homeowners association. This does  not have to be
a board member. For example, tax inquiries are sent to the registered agent.

Does board membership give the member any special powers?

While I please to see that more than one person is running for a board
position in other communities, with a smallish community (22
households) like ours using a consensual decision-making, my neighbor's
input counts the same as mine as VP/Secretary.

So while the Borda Count promotes candidates who are are more broadly
accepted in a community, is it really necessary if the community uses
collaborative decision-making?
