If you talk to the agent they will tell you that you need a commercial policy.  
I just said to my agent that I have a close friend who is also insuring her car 
with your company.  I'd like to add her name to my policy because I sometimes 
lend her the car.  They thanked me, added her name, and increased the insurance 
slightly (not to the commercial level).  Her husband also uses the car but we 
didn't bother with his name because at the time we expected that he would use 
the car less often.  

Regarding money changing hands:  Each person is paying for usage, although it's 
true that it's all under my name.  I pay the bills and send an invoice to my 
neighbor each month.

If your HOA is planning to own the car and have people pay for usage through 
condo fees, I imagine you would need to have a commercial policy.

I would certainly be interested in knowing about option 2.  For that matter, 
I'd also be interested in what you told the agent about the details in option 
1.  When I discussed a cost-sharing arrangement with my insurance agent (also 
in MA) a few years ago, he said we would need a commercial policy.  And if the 
financial arrangement wasn't disclosed and there was an accident with the 
non-owner driver, the details of the arrangement might come out under 
questioning and the non-commercial insurance might not cover it.  The key 
seemed to be money changing hands, not whether it was for profit.
