In the two condos I've lived in (one of them coho), the HOA was responsible for anything involving the building envelope. Where I live in New Jersey, ice dams have been a topic of much homeowner discussion the last few winters. There are two camps: (1) install roof heating cables or (2) address the ventilation issue or lack of insulation that is causing ice dams to form. Have you talked to a roofer about options? I see Pioneer Valley was built in 1994. Is this the first year you experienced ice dams? If so, it might be a fluke from a very bad winter. I'd wait and watch before throwing a lot of money at a problem that might never recur. Here's a handy reference sheet for those who have never had to deal with ice dams.
