In the buildings I've lived in with a chute, the chute was for trash and there was a box by the chute for newspapers and one for plastic-glass-etc. Someone was responsible for emptying these everyday. He went had a grocery cart in the service elevator to do this. But most recyclables don't need to be emptied everyday--they should be clean.
