A pro-forma is a preliminary budget, based upon what you think it's going to cost to build your development. You don't have any cost estimates yet, you're just guessing. (Some developers call it a "SWAG--Silly Wild-Ass Guess." I would suggest that you call the Urban Land Institute and see if they have any members in your area. Then pay to take one out to lunch. It will probably be the cheapest education you'll ever get. The web site address is www.uli.org
