Closed meetings and secret records indeed sound very troublesome - that is unless the open meetings are perhaps being hijacked and the records misusedto further an agenda far from the hoped for goals of cohousing.
But whichever thing is happening and no matter how biased Norm's account may be, the methods of dealing with the situation won't solve anything. Closing meetings and refusing to share legal documents with members is not a workable solution in any kind of community seeking to be cooperative.
The points about meetings of the nominating committee and meetings dealing with the personal issues of an individual are well taken but it sounds like this is a very different situation.
Even sociocratic corporations of hundreds of people share all financial and legal documents except for proprietary formulas. Meetings are also open although only members of a circle are included in rounds making consent decisions.
