Absolutely. It won’t be easier later and you need to get started. Then when 
people join they will know what they are joining.

Think in terms of what works. Tangible evidence based decisions. Unless you 
have strong religious or ethical convictions about it, you don’t have to decide 
if children can run around naked. Just focus on the decisions that make sense 
in relation to your first tasks. And certainly start working out designs.

Someone has to lead, for example. Someone has to serve as the contact person 
with an architect. You need policies on where funds are kept and who is 
responsible for them. When do people pay what? Do those who sign on first get 
first dibs on units or plots? Stuff like that.
