Excellent point, Rowena, and we have experienced the same thing. It is a
colossal pain in the butt to try to get something approved that costs money.
At various times, we have gone the volunteer route, but we are often sorry
we did it, for the reasons you mention. Consensus decision making works on
many levels, one of which is diffusing resentment, when it's done right.
