If you have tried this, I would suppose that the only resolution lies in the large group. The committee is only functioning on behalf of the large group -- right? At this point they need direction, It seems, from the group. What are the objectives of the decision they were asked to make? Do they have all the information they need? What does the group want/need? If all factors are equal (unlikely), flipping a coin may be the only solution.
