White boards don't use up paper, but most of the wipe off marker pens
give off really bad vapors. As a preschool teacher, we used Dixon "White
System" wipe off markers that were less fume-y. Enough of us here are
sensitive to what we breathe, that white boards haven't been an option.
We use butcher paper flip charts, though they are fairly expensive and
use paper. Not ideal either.

Sometimes people prepare an outline or flow chart or such on the easel
tablet prior to the meeting and just turn to it when the topic is up. Or
ideas may get listed as proposed. Our agenda is typically written out on
the easel too, as a reference point.

We have a board with a big printout of our overall consensus process (CS
Butler, On Conflict and Consensus) and refer to it from time to time as
we go through an issue.

The only color cards we use are red ones, which are for process concerns
( off the topic? are we using our alloted time sensibly for this item?
too much repetition? discussion when it's not time for it yet? or mad
frustration "I'm about to explode because..."). Red cards get called on
right away. The facilitator then decides what to do with the concern.
