The colored card system was invented by a guy named Tom Muensch at the Winslow Cohousing group in Bainbridge Island, WA. Tom took Maslows theory of hierarchy of communication and put it into a set of colored cards. The theory is that in a group discussion setting, there are a set of needs, and group communication is best served when those needs are met. The cards as originally defined, are designed to meet Maslows ideas of what the needs are. Over time the cards have morphed a bit in their meanings, and many groups make up their own meaning for them. Since Winslow was the first project built, many people came to visit their community in the "early years" of the early 90's, and copied their colored card system. In fact, I think Tom even wrote an article about it for the cohousing journal as well.
