Perhaps the description "dysfunctional" is better than "mentally ill". We are probably all mentally ill according to one definition or another but most of us are functional and work with others in ways that promote their functionality and the functionality of the community. Some people are unable to do that. They don't get things done and block others from getting things done. They are dysfunctional.
