A number of our policies were adopted in response to repeated misbehavior
by one or another member. I think this is a normal evolution ... we started
out hoping for the best and over time we learned that we needed to protect
ourselves in certain ways. And I'm sure this will continue, because people.

But note, policies alone won't solve serious problems where the bad actor
doesn't care about having or losing social capital. It can be very
challenging to make a policy stick if someone will not comply with it.
