I suggest Diana Leafe Christian's course on community conflict for this. And I will tell you what I say in my course on resolving individual conflicts. I can guarantee this won't change if you (the annoyed individual) don't tell them you wish they would stop. They might not stop if you tell them. They might. Maybe if every annoyed person told them they would stop. (Each one pulling them aside individually for the first pass. ) But I guarantee that if you don't say something then nothing will change.
